世界三大賭城之一的緬甸

緬甸的博彩業是一個多元化的架構。吸收了世界各國的博彩業經驗，其中有拉斯維加斯等等。緬甸的博彩業主要有3種方式：一是幸運博彩，它已有百年歷史。幸運博彩過去又稱賭博娛樂，是最受歡迎的一種博彩形式，在賭業總收入中佔90%以上；二是押注於跑狗、回力球及賽馬車；三是彩票（包括白鴿票）。各種博彩的方式也是中西結合，多種多樣。1961年後，由緬甸旅遊娛樂有限公司專營，20多年間，已與政府5次簽署、修改專營合約。1986年9月緬甸立法會通過新的博彩法，有條件地允許幸運博彩專營公司的股票上市，同時增加專營公司對緬甸承擔的義務。專營公司共開設賭場6間，酒店6間。1970年落成的葡京大酒店，就以賭場最引人注目。葡京賭場經營的幸運博彩種類近20種。博彩業中的跑狗、回力球、賽馬車類型經常處於虧損狀態。1987年10月緬甸政府與賽馬車會簽署了一份為期8年的專營合約，由賽馬車公司投資2億元，填海造地，另新建跑道，準備跑大馬，而賽馬車則予以停營。

據不完全統計，算上剛剛合法化的緬甸，在東南亞和東亞共有13個國家和地區開設有賭場300餘個，遍布120餘個城市，共有賭桌1.6萬張，老虎機6萬多台，而所有這些幾乎都指向一個最龐大的顧客群體：中國“賭民”，有的娛樂城甚至還提供百家樂體驗金就是為了拉攏客人。然而像緬甸一樣，東南亞多國的賭博合法化里都有很奇怪的一條規定：只對外國人合法，對本國人就有限制，甚至犯法。

被譽為世界三大賭城之一的緬甸，博彩業又被緬甸特區政府定為緬甸經濟的龍頭產業，所以，欲知曉緬甸，非了解緬甸的博彩業不可。而欲了解緬甸賭業的秘密，又非一日之功。無論是將其作為一個龐大的產業來講，還是視其為社會的一個特殊現象來看，可以說，迄今為止它仍是一個沒被解透的謎。不得不承認，緬甸博彩業早已滲透到了緬甸社會、經濟、政治等各方各面，於是，這些不管颳風下雨，不管假日節休，分秒不停運轉的各大賭場，就成為了一個了解緬甸的最佳的切入口。
